Peel and cut the turnips & carrots into julienne cuts. Chop the garlic and shallots. Set aside.
Using a wok/wide saucepan on high heat, add oil, make it hot then sauté garlic and shallots, followed by turnips and carrots.
When slightly soft, add the sauce mix (light soy sauce, oyster sauce, and sugar). Add pepper.
Mix and add water (enough to cover the veggies). Simmer until turnips and carrots are soft.
Lay out popiah skins and layer your garnishes; starting with: Sweet bean sauce; lettuce, bean sprouts, fried shallots, eggs then finally some cooked & drained turnip and carrots.
Fold the sides and roll the popiah.
